Biden Takes On Trump With A Sweeping Ethics Plan, Amid Pushback Over Ukraine

Former Vice President Joe Biden unveiled an ethics plan that also assails practices in the Trump administration. It comes as his son Hunter is making new pledges to curtail overseas business dealings to quell criticism over his role in Ukraine’s energy sector while his father was managing policy with the nation.

Former Vice President Joe Biden unveiled an ethics plan on Monday that directly targets President Trump, accusing him of creating the “most corrupt administration in modern history.” It’s a sign the Democratic presidential candidate is ramping up his defense ahead of the fourth Democratic debate in Ohio on Tuesday.

Biden, who continues facing questions over his son’s involvement in foreign companies while he was in office, is trying to refocus the ethics debate squarely on Trump, his presidency, and his administration.

Biden’s proposal comes amid an ongoing onslaught of debunked attacks from President Trump and his GOP allies. The president has falsely said that as vice president, Biden pressured Ukraine to fire a prosecutor in an effort to shield his son Hunter Biden, who was serving on the board of Burisma, a Ukrainian energy company. There has been no evidence of wrongdoing by Joe Biden or his son Hunter, and ousting the prosecutor was in line with U.S. and E.U. policy to encourage more investigation of corruption in Ukraine.

But that has not stopped Trump from doubling-down on the false story.

Biden called out the president by name in his plan and said that Trump has “abused the presidency to enrich himself — spending countless tax dollars at his own properties.”

Biden pledged that, if elected, he would enact a wholesale ethics reform that would prevent any future president from abusing the presidency for personal gain.

His plan attempts to limit conflicts of interests and prevent the White House from interfering in federal investigations. It attempts to create a stricter firewall between the White House and the Department of Justice.

Biden’s plan would also require candidates seeking federal office to disclose tax returns, going back 10 years. Trump did not release his tax returns in 2016, which was an unusual move in modern politics.

And while much of the focus of this plan could be interpreted as a response to Trump and his presidency, the plan also seems to tackle criticism Biden has received from within his own party.

The plan bars lobbying from foreign governments and calls for a constitutional amendment to eliminate private dollars in federal elections. Essentially, he’s calling for the overturn of the Supreme Court’s Citizens United decision and for public financing of elections. This echoes legislation Biden sponsored decades ago in the Senate in the 1970s, but it also comes as he’s faced criticism from progressive voters for his high-dollar fundraisers this campaign cycle, which rivals Bernie Sanders and Elizabeth Warren have eschewed.

Biden has thus far not received much criticism from his primary opponents about his son Hunter’s role in foreign companies. His fellow Democrats have been hesitant to engage in any debate over a perceived a conflict of interest, likely in the fear that they could be accused of feeding into Trump’s agenda.

But Biden’s ethics plan comes on the eve of the next Democratic debate, and a day after his son Hunter announced via a statement from his attorney that he would be stepping down from the board of a Chinese-backed private equity firm. He also pledged to not engage in business with any foreign-owned companies if his father is elected.

A recent NPR/PBS Newshour/Marist poll found that a plurality of Americans believe Trump’s accusations are hurting Biden’s prospects of becoming the Democratic nominee.

Southgate excited by 'brave' Borussia Dortmund teen Sancho

The teenager’s easy adjustment to the pressure of playing for the Bundesliga side has impressed the England boss

Gareth Southgate applauded Jadon Sancho’s gamble on an early overseas move after handing the Borussia Dortmund teenager his first England call-up.

Sancho, 18, has been named in a 25-man squad for the Nations League matches against Croatia and Spain alongside fellow first-timers Mason Mount and James Maddison.

The winger’s promotion to the senior setup comes after a sparkling beginning to the new season for Dortmund that has included two Champions League starts.

Eyebrows were raised when he left Manchester City ahead of last term, but the risky switch already appears to be paying off with Southgate excited to see how Sancho adapts to international football.

“It’s been a brave decision by him to play in the Bundesliga, but he is playing in front of big support every week. He’s dealing with that and excelling,” the England manager said.

“[Sancho and Mount] are both in their formative stages but we think they can play in the group.

“It’s a big call, but it aligns to what we’ve done in the last 18 months. We have some injuries in midfield, so there’s an opportunity there.

“We think there are some exciting young players we have been tracking, and it’s a great opportunity for us to look at them.

“We are always conscious of the balance on how quickly we put those players in, but we think they are performing well with their clubs, they’re confident players and we get an understanding of how they and we work.”

Sancho has netted once in the Bundesliga this season, while Chelsea-owned Mount has struck three times for Derby County in the Championship and Leicester City’s Maddison’s 15 chances created are the most among Englishmen in the Premier League.

The Dortmund teenager also has managed five assists in the Bundesliga this season, which is good for the league lead despite only playing 125 minutes in six substitute appearances this season.

Emery: Smith Rowe must stay humble

The Arsenal boss was full of praise for the youngster’s display against Qarabag, but wants the 18-year-old to remain humble

Unai Emery has hailed Emile Smith Rowe’s “humble” mentality after the midfielder became Arsenal’s youngest goalscorer for seven years in the 3-0 Europa League win over Qarabag.

Smith Rowe netted Arsenal’s second in Azerbaijan, as the Gunners cruised to an eighth consecutive win in all competitions, with Sokratis Papastathopoulos and Matteo Guendouzi also scoring their maiden goals for the club.

The 18-year-old is the youngest Arsenal goalscorer since Alex Oxlade-Chamberlain in 2011 and Emery insisted Smith Rowe’s greatest asset is his down-to-earth attitude.

“Every player needs to feel that they have the option to play with us, especially players from the academy,” Emery told reporters.

“Smith Rowe worked well with us in pre-season and knows how we play. He is very humble and wants to continue improving with us.

“The quality he has physically and mentally. He also has quality in his right foot, with working in attacking moments with any player.

“If I say one condition, I say his mentality. He is humble, he listens every day in training, in video analysis and before every match.

“The last match he played against Brentford he had three actions in the opposition box and didn’t score, today he had two and scored one.

“But I prefer to not to speak a lot about him, I want him to stay humble and keep his feet on the ground.”

Arsenal now turn focus towards the Premier League and a match against Fulham on Sunday.

Champions League Group E: Fixtures, table, teams, TV & live stream

The German giants will be optimistic with their chances to place first in Group E after being handed a relatively kind group stage draw

Bayern Munich are Group E favourites in the Champions League this year, in addition to being among the frontrunners to win the competition.

The Bundesliga champions have been handed an ostensibly favourable draw, considering two of their group stage opponents – Ajax and AEK Athens – missed out on the tournament last season. Portugal’s Benfica are the other team in the group.

Bayern made it to the semi-finals of the tournament before crashing out against eventual winners Real Madrid and will be looking to claim their first Champions League trophy since their 2013 triumph over Borussia Dortmund.

Goal will take a look at the rundown of the Group E fixtures ahead of the group phase start, as well as what to expect from each team and more.

Bayern Munich will fancy their chances of making it far in the Champions League once again this season as they have been given a kinder draw than other high-profile teams.

Benfica crashed out of the Champions League last season with zero points, Ajax failed to win their play-off fixtures while AEK Athens also lost their qualification draws.

This leaves Bayern as a strong frontrunner to finish top of their group and progress through to the last 16.

It is a three-way tie for the likes of Ajax, AEK Athens and Benfica to claim the second qualifying spot in Group E.

Arsenal are favourites as they head into Craven Cottage with eight wins on the bounce, while Fulham have registered just one win in the Premier League in seven matches and losing four.

The Gunners lie in fifth place in the Premier League table though remain level on points with Tottenham  – their North London rivals ahead on goal difference – and, should results go their way this weekend, could leapfrog their way to third place.

It was a tough start of the season for Emery’s side when they were made to face Chelsea and Manchester City in their two opening fixtures, but the Spaniard seems to have steadied the ship following a rocky beginning.

The North London side benefitted from fielding a less experienced team in their run-out in Azerbaijan and Emery will hope that the fresh and rested likes of Mkhitaryan and Aubameyang be geared up to face the Cottagers.

Fulham will be keen for star striker Aleksander Mitrovic to get off the mark against the Gunners – already having scored five goals this season – as Fulham sit just one point above the relegation zone heading into the weekend.

Brazilian President Bolsonaro To Send Army To Combat Amazon Rainforest Fires

Extinction Rebellion activists protest outside the Brazilian Embassy in London on Friday, calling on President Jair Bolsonaro to act to protect the Amazon rainforest. The European Union is throwing its weight behind French President Emmanuel Macron’s call to put the Amazon fires on the agenda of this weekend’s G-7 summit of world leaders in France.

Updated at 8:05 p.m. ET

Brazilian President Jair Bolsonaro has responded to growing international condemnation over the fires sweeping through vast swaths of the Amazon rainforest by announcing that the army may be sent in to tackle them.

He said Friday that protecting the rainforest is “our duty” and he is acting to combat “criminal activities.”

His comments mark a distinct shift away from his initial reaction to the crisis in which he downplayed the gravity of the situation but also caused widespread astonishment by suggesting that nongovernmental organizations may have set fires in the forest to discredit him.

2015 Explainer: Why Deforestation Happens (And Why It’s Hard To Stop)

Faced with a spiraling environmental and political disaster, Bolsonaro met with his ministers Friday to discuss the fires, after government data revealed that there are far more of them within the forest this year than last.

Environmental and climate change experts say there is abundant evidence that the fires are mostly caused by humans — notably cattle ranchers — and that these illegal operators are being encouraged to clear land by the policies of Bolsonaro, who is eager for Brazil to exploit the Amazon’s agricultural and mineral wealth.

Brazilians are gearing up for a weekend of protests in dozens of cities, highlighting the destruction being wrought in the rainforest and demanding that Bolsonaro’s government takes decisive action to curb the fires. Satellite data from Brazil’s National Institute of Space Research shows that there have been more than 74,000 fires this year, many of them in the Amazon. The demonstrations are “in defense of the Amazon and our future,” according to organizers.

Over the past few days, international pressure has been steadily growing on Bolsonaro over his handling of the issue, especially from European leaders. A spokesman for Britain’s newly installed prime minister, Boris Johnson, said he was “deeply concerned” about the fires and “the impact of the tragic loss of these precious habitats.”

French President Emmanuel Macron plans to highlight the Amazon crisis at this weekend’s G-7 summit in Biarritz, France, after sending out a tweet describing them as “an international crisis” and declaring: “Our house is burning. Literally. The Amazon rain forest — the lungs which produces 20% of the planet’s oxygen — is on fire.”

Macron raised the pressure on Brazil on Friday, issuing a statement accusing Bolsonaro of lying to him about his position on climate change and announcing that France has withdrawn its support for the Mercosur trade deal between the European Union and a South American bloc that includes Brazil. Irish Prime Minister Leo Varadkar warned that Ireland would pull out of the Mercosur agreement if Brazil did not take action to protect the rainforest, according to Reuters.

Bolsonaro has made clear that he considers the Amazon rainforest — 60% of which is in Brazil — to be an issue of national sovereignty, and he makes no secret of his resentment at what he deems to be foreign interference driven by a desire to hold back Brazilian agrobusiness from competing in international markets.

This satellite image provided by NASA shows the fires in Brazil on Aug. 20.

In recent weeks, he has alienated Germany and Norway, the two main contributors to the Amazon Fund, which supports forest preservation initiatives, prompting them to withhold tens of millions of dollars.

His approach has won applause from his supporters on the far right, but is also causing widespread fears among Brazilians that it is proving highly damaging to the country’s international standing and may prompt a backlash that could impact exports.

“The image of the burning forest ignites public opinion and incinerates Brazil’s reputation,” wrote Ana Lucia Azevedo, a columnist for O Globo. She warns that the crisis is wrecking “the prestige and credibility” acquired by Brazil after 2005, when deforestation rates dipped sharply.

Another commentator, Vinicius Torrer Freire, wrote: “Within a few months, especially in recent weeks, he has knocked down two decades of improvements in Brazil’s international image regarding the environment.”

Bolsonaro argues that it is possible simultaneously to develop the Amazon and preserve the forest. His critics point to his record of relentlessly undermining institutions responsible for preserving and monitoring the Amazon.

Since taking office in January, he has severely weakened government environmental enforcement organizations, by cutting budgets and laying off staff. When Brazil’s National Institute of Space Research released satellite data showing a sharp month-on-month rise in deforestation over last year, Bolsonaro dismissed this as “lies” and replaced the director with a military official.

His approach is causing deep concern among professionals fighting to protect the forest, who argue that these moves send the wrong message to illegal deforesters.

“They feel emboldened to carry out more deforestation,” said Fluvio Mascarenhas, who works for the Chico Mendes Institute for the Conversation of Biodiversity — a government monitoring agency — in the western state of Acre.

In a recent interview with NPR, Mascarenhas expressed profound concern about the impact of Bolsonaro’s policies.

“Every time you look at a satellite image of the forest, you see another little piece is missing,” he said.

Barkley can become the best midfielder in the world, says Chelsea team-mate Hazard

The England international has enjoyed an impressive start to the season and now appears back to full fitness under Maurizio Sarri

Ross Barkley has the ability to become the best midfielder in the world, according to his Chelsea team-mate Eden Hazard.

Former Everton midfielder Barkley’s stock has been on the rise ever since Maurizio Sarri walked through the door of Cobham Training Ground after becoming Chelsea’s manager in the summer.

The 24-year-old has received his first call-up to the England squad in 18 months after a long-term injury saw him become something of a forgotten figure in the Premier League last season.

His return to full fitness, and Sarri’s use of Barkley, saw him earn his sixth start of the season in Sunday’s 3-0 win over Southampton, where he helped his side to victory with a goal and an assist, and Hazard was impressed to see his team-mate making an impact.

“He played a fantastic game today,” Hazard said at St Mary’s Stadium. “Of course, it is not just because he scored and got an assist. I think he is strong, you can see on the pitch that he is very strong. He had some bad moments last year and two years ago with injury but I think he can reach a fantastic level because he is a fantastic player.

“I remember that I was watching him at Everton. So, he is still young, I think he is a good player for the future of Chelsea. When you have confidence, you play more often. At the moment, he is playing, he played in the Europa League and today. He is playing 75 minutes.

“Confidence comes when you play games. So, I think he is a fantastic player. I think Ross, if you give him the freedom to play and the confidence on the pitch that he can be one of the best in the world in midfield. He is strong, powerful, can dribble, he is clever, shoot and score.

“He has everything to be the best. I think he is a fantastic midfielder and, if he has the players around him to help him play, then he can be one of the best.”

Barkley’s performance on the south coast was arguably his best display in a Chelsea shirt, although Sarri did suggest in his post-match press conference that he played better in the Carabao Cup win over Liverpool.

Meanwhile, Hazard also registered a goal and an assist in the same game, and he has undoubtedly become an even more dangerous attacking force for Chelsea this season.

His goal was his eighth of the season in all competitions and he has now been involved in 12 goals, scoring nine times and providing three assists, in his last 11 games for Chelsea.

Hazard believes that it is the best style of football he has played in a Chelsea shirt, saying: “I think that this is the best [style of football].

“We had some great results in the past, so I can’t say that the managers before weren’t good, but I think in terms of football and the way we are playing. Yes, this is the best football.

“It is similar to how we played in France with Lille. A lot of pass and move. Movement from the team. Then we also have good players in our team so that’s why we are playing this great football.”

Guardiola confirms Man City are working on new Sane deal

The Catalan manager says the club is looking to tie down the German winger to a long-term contract

Pep Guardiola says the club is looking to sign Leroy Sane to a new contract in the near future.

The German international provided 10 goals and 15 assists in 32 Premier League appearances last season, winning the league’s Young Player of the Year award while proving a vital part of Manchester City’s title run.

However, recent months have brought their share of low points as Sane was left out of Germany’s World Cup roster before being criticized by team-mate Toni Kroos.

The 22-year-old winger missed the club’s first four matches but has scored in a recent clash with Fulham before coming off the bench in Man City’s 0-0 draw with Liverpool.

“The club are working on that (a new contract), yes,” Guardiola said.

“We value the quality of the player – the human being, the relationship with club, how settled he is, many things… that is what is important. Not whether they have played well in one or two games.

“Ups and downs, moments where you are better than other ones – that is normal. You help them in those moments. Help them understand how consistency is important for their careers and to become a better player then, after that, we will see.

“Sometimes we need one type of game, sometimes another – quicker, more counter. More control, less control.

“But there are no doubts about the quality of Leroy.”

Manchester City are back in action against Burnley on Saturday.

'You never know' – Rodgers to Villa speculation addressed by McGinn

The Celtic manager is among the favourites to replace the sacked Steve Bruce at the Championship club.

John McGinn hopes he has a new Aston Villa manager when he returns from Scotland duty.

But the former St Mirren and Hibernian midfielder, in the national team squad for the Nations League game against Israel and the friendly with Portugal, refused to be drawn on whether he would like Celtic boss Brendan Rodgers to be named as Steve Bruce’s replacement at Villa Park.

Former Manchester United hero Bruce was sacked last week and Rodgers, along with Brentford boss Dean Smith, Jose Mourinho’s former right-hand man Rui Faria and Chelsea legend John Terry, is among the frontrunners to succeed him.

McGinn, 23, was asked about the prospect of former Liverpool manager Rodgers, 45, returning to English football and told The Scotsman: “You never know what’s going to happen.

“But I think Brendan came out the other day and said he’s happy at Celtic, he’s got a job to do.

“What will be will be. If it is Brendan Rodgers or if it is somebody else, I’ll soon see. Hopefully, whoever comes in, I’ll be able to impress them.”

McGinn has sympathy for Bruce, who brought him to the club from Hibs in the summer.

“It’s never easy when a manager is sacked and, obviously, Steve Bruce was the manager who signed me,” he added.

“I’ve got a lot to thank him for and he was fantastic for me.

“But it’s football. It happens. It’s just never nice to see him and his staff lose their jobs. As a player, you’ve just got to try to focus on working hard, try to impress the new manager when he comes in.

“There have been a few interesting names linked with the job. At every club, there is always this merry-go-round, everyone thinks somebody else has got it. You’ve just got to wait and trust that the club are doing the right things.

“Whoever comes in, hopefully I can manage to impress them and keep my place in the team.”

Smith is favourite to land the Villa job with bookmakers, followed by Faria, Terry, Rodgers and David Moyes.

Football Manager 2019 free agents: Nasri, Berbatov & the best out of contract players to sign

If you’re on the hunt for a bargain in the new game, fear not, Goal has you covered with some of the best free agents available

Football Manager 2019 is out now – in beta form, at least – and that means virtual bosses can get started on a brand new managerial project.

While the game’s engineers have been meticulously delving into the minutiae of football management to make it a much more immersive experience, the simple mechanics of transfers can be the most enjoyable part.

Indeed, when dipping into the transfer market in search of reinforcements, finding a bargain or, better yet, a top class free agent is one of the most satisfying aspects of the game.

At the beginning of the latest edition of the Sports Interactive management simulation, a host of quality players can be acquired without forking over a transfer fee, which makes them particularly attractive targets for cash-strapped clubs.

Generally speaking, the players who tend to be without a contract are those at the end of their careers, but occasionally you will find a star who is still in his prime.

Lots of factors come into play when attempting to lure a free agent to your club, such as wage demands and club reputation, so it must be noted that they won’t all be easily snapped up.

To help you get started on your new managerial odyssey, Goal takes a look at some of the best free agents to sign in Football Manager 2019.

The standard of free agent goalkeepers available at the beginning of the new game is not really sufficient if you are managing at the highest level, but a number of players could fit in at Championship level or lower.

Age can be a concern for players in outfield positions, but it is common to see goalkeepers ply their trade well into their late 30s and sometimes their 40s.

Diego Cavalieri is a former Brazil international who was last on the books of Middlesbrough and he is probably the pick of the goalkeepers who can be picked up for free.

table.tableizer-table { font-size: 14px; border: 1px solid #CCC; font-family: Arial, Helvetica, sans-serif; } .tableizer-table td { padding: 4px; margin: 3px; border: 1px solid #CCC; } .tableizer-table th { background-color: #00A9CE; color: #FFF; font-weight: bold; }

Player Age Nationality Position
Diego Cavalieri 35 Brazil GK
Marco Storari 41 Italy GK
Oscar Ustari 31 Argentina GK
Vincent Enyeama 35 Nigeria GK
Javi Varas 35 Spain GK
Cedric Carrasso 36 France GK

Other top-level international goalkeepers who can be signed for nothing are 31-year-old Oscar Ustari, who has represented Argentina, and former Lille shotstopper Vincent Enyeama.

If you’re concerned about falling foul of work permit regulations, there are a number of European options too, including former Sevilla star Javi Varas and ex-Bordeaux number one Cedric Carrasso.

There is an interesting array of talent available on free transfer when it comes to defenders and, while the age profile tends towards the older end of the spectrum, there are a few who players who are in their 20s.

A host of senior internationals can potentially be signed, with the likes of Germany’s Serdar Tasci, Cameroon’s Sebastien Bassong and England’s Glen Johnson looking for a new club.

If you’d like to get a true veteran into your ranks you could always try your hand at persuading former Inter and Argentina centre-back Nicolas Burdisso to join your project, or perhaps former Manchester United star Patrice Evra. Both players are approaching 40, so their physicality has decreased considerably, but their intelligence and skill set remains strong.

Player Age Nationality Position
Serdar Tasci 31 Germany DC
Nicolas Burdisso 37 Argentina DC
James Collins 34 Wales DC
Robert Huth 33 Germany DC
Joleon Lescott 35 England DC
Christopher Samba 34 Congo DC
Sebastien Bassong 31 Cameroon DC
Florentin Pogba 27 Guinea DLC
Russell Martin 32 Scotland DRC
Chris Baird 36 Northern Ireland DRC/DM
Sebastian Boenisch 31 Poland DRLC
Benoit Tremoulinas 32 France D/WBL
Patrice Evra 37 France D/WBL
Benoit Assou-Ekotto 34 Cameroon D/WBL
Eliseu 34 Portugal D/WBL
Glen Johnson 33 England D/WBR
Dennis Diekmeier 28 Germany D/WB/AMR

You can sign Pogba for free too – Florentin, that is. The former Saint-Etienne man may not be at the same level as his World Cup-winning brother Paul, but he could certainly do a job at a lower level.

The likes of Joleon Lescott, Chris Baird, Robert Huth and James Collins may not be household names, but they all have years of Premier League experience under their belts, which is valuable.

Former Arsenal and Manchester City midfielder Samir Nasri was once considered one of the best midfielders in Europe, so it is a surprise to see him among the free agents in Football Manager 2019.

Perhaps all the France international needs is the right manager to resurrect his fortunes and, who knows, maybe he will have one final flourish before his career comes to an end – that could be you.

Another fascinating name on the list of free agent midfielders in Football Manager 2019 is Portugal international Miguel Veloso, who counts Sporting Lisbon, Dynamo Kiev and Genoa among his former clubs.

The defensive midfielder has appeared at two World Cups and two European Championships and, given his age, could probably still be relied upon to do a job for a top level club.

Player Age Nationality Position
Samir Nasri 31 France AMRLC
Mbark Boussoufa 33 Morocco AMRLC
Ederson 32 Brazil AMRLC
Abou Diaby 32 France AMC
Pablo Batalla 34 Argentina AMC
Alberto Aquilani 33 Italy CM
Didier Ndong 24 Gabon MRC
Eugen Polanski 32 Poland DM
Jan Kirchoff 27 Germany DC/DM
Jeremy Toulalan 34 France DC/DM
Denilson 30 Brazil DM
Miguel Veloso 32 Portugal DM
Mathieu Flamini 34 France DM
Michael Essien 35 Ghana DM

Fans of Arsenal might be tempted to bring old team-mates together, with the likes of Mathieu Flamini, Denilson and Abou Diaby joining Nasri among the former Gunners who are out of contract in the game.

Other blasts from the past include former Chelsea enforcer Michael Essien and ex-France international Jeremy Toulalan.

If you’re looking for a bit of experience up front and can’t afford (or don’t want) to pay, Football Manager 2019 has a number of nostalgia-evoking options.

Former Manchester United and Tottenham hero Dimitar Berbatov is available on a free and, amazingly, he still has rating of 20 for his first touch.

Despite his advancing years, Berbatov’s finishing, technique and penalty-taking attributes are all still quite strong, so he could certainly do a job for a season at least.

Player Age Nationality Position

Robbie Keane 37 Republic of Ireland ST
Giuseppe Rossi 31 Italy ST
