French centre forward Mbaye Niang has chosen to make a move to Premier League side Watford, according to Sky Italia.
The deal includes a €0.5m initial loan fee with an €18.5m option to buy, taking a deal to €19m.
The 22 year old joined AC Milan in August 2012 from SM Caen for just €3m.
